External review report of AQA

November 2007

The Austrian Agency for Quality Assurance (AQA) successfully underwent an external ENQA-coordinated review in 2007. ENQA appointed a review panel chaired by Professor Jürgen Kohler to evaluate the way in which and to what extent AQA fulfils the criteria for the ENQA membership and thus the European Standards and Guidelines (ESG).

The National Qualifications Authority of Ireland successfully underwent an external review in September 2007. The Department of Education and Science, in association with the Department of Enterprise, Trade and Employment, appointed a Panel chaired by Pat Kelleher, former Director of Cork Institute of Technology, to undertake a quality review of the National Qualifications Authority of Ireland.

The Accreditation Organization of The Netherlands and Flanders (NVAO) successfully underwent an external review in 2007. The review panel was appointed by the Ministers of Higher Education of The Netherlands and the Flanders (Committee of Ministers). The panel was chaired by Helmut Konrad, former chairman of the Austrian Accreditation Council, former Board member ENQA and professor at the University of Graz.

The Catalan University Quality Assurance Agency (AQU) successfully underwent an external ENQA-coordinated review in 2007. ENQA appointed a review panel led by Michael Kraft (Austrian FH Council) and chaired by Thierry Malan (IGAENR) to evaluate the way in which and to what extent AQU fulfils the criteria for the ENQA membership and thus the European Standards and Guidelines (ESG).

External review report of the Swedish National Agency for Higher Education (HsV)

The Swedish National Agency for Higher Education (HsV) succesfully underwent an external review in 2005. It was carried out as a follow-up evaluation with the specific mandate to assess the extent to which the Agency complies with the Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG). The review panel was chaired by Dr. Rolf Sandahl from the Swedish National Financial Management Authority.

External review report of the Danish Evaluation Insitute (EVA)

Danish Evaluation Intitute (EVA) succesfully underwent an external review in 2005. The review panel was appointed by the Swedish National Agency for Higher Education (HsV). The panel was chaired by Henrik Tvarnø (Senior lecturer in history, Director-General of the Danish Parliament (Folketing) and former Rector of the University of Southern Denmark).

The aim was to evaluate EVA’s activities in three central areas: evaluation, knowledge centre activities and revenue-generating activities. The strategic considerations of the institute were examined, as well as the processes and chosen methodologies. Also, the management and internal organisation of the institute were analysed and the external framework and conditions pertaining to the work of the institute were considered.

The supplementary report was prepared in order to facilitate the validation process by linking the external review report more directly to the Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG). This procedure was proposed by ENQA. The supplementary report gives a brief overview of the institute’s compliance with the ESG. It presents relevant background information, references to the external review report and a conclusion to each of the standards. The report can be downloaded here (doc).

External review report of the Higher Education Training and Awards Council (HETAC)

The Higher Education Training and Awards Council (HETAC) succesfully underwent an external review in 2005-2006. The review panel was appointed by the National Qualifications Authority of Ireland (NQAI) and it was chaired by Professor William J Smyth, President Emeritus of the National University of Ireland. The panel reviewed the performance of HETAC with particular reference to its principal statutory functions as contained in the Qualifications (Education and Training) Act 1999. The panel also considered the extent to which, in performing these functions, the Council complied with the Standards and Guidelines for Quality Assurance in the European Higher Education Area.
